Understanding Permits According to the California Department of Consumer Affairs, Contractors State License Board (CSLB),a building permit is required for a large range of project types, including new construction, adding to pre-existing structures, major renovations, remodels, heating and air-conditioning repairs, and installation of water heaters and swimming pools.
