The Site is owned and operated by Kenneth E. Neir, doing business as Ed Neir Construction, based in Vacaville, California.

2.     NO CONTRACTOR-CLIENT RELATIONSHIP 

The information provided on this Site is for general informational purposes only. Your use of this Site, including contacting us via form or email, does not create a contractor-client relationship. A binding agreement for construction services only exists once a written contract (the “Prime Contract”) is signed by both parties, in compliance with the California State Contractors License Board (CSLB)  requirements.

3.     LICENSING AND PROFESSIONAL STANDARDS 

Ed Neir is an actively licensed, bonded, and insured General Contractor and Electrical Contractor in the State of California (License No. 928715).

• Permits: While we provide guidance, per California Building Standards Code, the property owner is ultimately responsible for ensuring all necessary building permits are obtained unless otherwise specified in a signed written agreement.

o   The California Building Standards Code, found in Title 24 of the California Code of Regulations, is a comprehensive set of regulations governing the design, construction, and maintenance of buildings throughout the state. It is published every three years by the California Building Standards Commission (CBSC), with 2025 being the latest triennial cycle.

  The 2025 California Building Standards Code was adopted to be published in 2025, with an effective date of January 1, 2026, for all new building permit applications.

  Previous Cycle: Projects submitted before January 1, 2026, generally fall under the 2022 California Building Standards Code.

    Model Codes: California's code is based on national model codes (e.g., International Building Code, International Residential Code) but with specific amendments to meet California’s environmental and safety conditions.

Any "Free Estimates" or project galleries on this Site are illustrative of past work and current capabilities.
